The Assembly is committed to innovation and learning. This requires ongoing strategic reflection that builds on the experience thus far. Our strategic plan seeks to consolidate learnings from the past three and a half years, including the recommendations of the Deloitte Evaluation.
How we align to current plans
The Latrobe Health Assembly works closely with key stakeholders within community development and population health. All Health Assembly projects align to one or more of the following planning documents

Latrobe Health Assembly Strategic Plan 2020 - 2025
This document reflects a shared vision and plan for the future. Accordingly, itâs creation has been a collaborative process involving direct consultation, workshopping and evidence-based research. Coordination of this process has been led by Assembly staff and informed by The Latrobe Health and Wellbeing Charter, as well as guiding documents and key stakeholders.
The Assembly staff have conducted evidence-based research to help inform its strategic objectives. This work has included review of academic literature, as well as revising key guiding documents to ensure that the Assemblyâs operating model continues to align to the zoneâs shared priorities and principles.
Latrobe Health and Wellbeing Charter
The Latrobe Health and Wellbeing Charter defines the values and guiding principles of the Latrobe Health Innovation Zone.
The Charter was written in collaboration with Latrobe Valley communities and organisations dedicated to improving health and wellbeing in the Latrobe Health Innovation Zone. It is a living document and may change over time to reflect the changing needs and priorities of Latrobe Valley communities.
The Latrobe Health Innovation Zone consists of the Latrobe City local government area. Within this zone, action is inspired by the Charterâs values and principles.
Hazelwood Mine fire inquiry - Victorian Government response and actions
The Government has committed to implementing, in full, all recommendations and affirmations of the 2014 and 2015/16 Inquiry Reports. It has committed over $80 million to do so and improve the lives of the Latrobe Valley community.
Hazelwood Mine Fire Inquiry: Victorian Government Implementation Plan:
This plan was tabled in the Victorian Parliament on 21 June 2016. It is the Government’s response to the Inquiry Reports.
It sets out 246 actions to implement, by 2020, all recommendations and affirmations from the 2014 and 2015/16 Inquiry Reports.
Living Well Latrobe Health and Wellbeing Plan
Living Well Latrobe is Latrobe City Councilâs Municipal Public Health and Wellbeing Plan (MPHWP) 2021-2025, adopted on 7 March 2022.
Living Well Latrobe is a four year plan that describes how Latrobe City Council will work with the community and our partners to maintain and improve everyoneâs health and wellbeing in our community.
Community and health partner engagement has informed the development of Living Well Latrobe. The plan incorporates the aspirations of our community identified through the Your Latrobe engagement in 2021, as well as the priorities identified by our health partners.Â
Victorian public health and wellbeing plan 2023 - 2027
It is a requirement of Victoriaâs Public Health and Wellbeing Act 2008 to produce a plan every four years. In this plan we set out a comprehensive approach to deliver improved public health and wellbeing outcomes for all Victorians.
Informed by extensive community consultation, the plan balances a need to narrow focus to drive coordinated action while supporting local innovation.
Latrobe Health Advocate Statement of Intent 2021/2022
In May 2018, Jane Anderson was appointed by the Minister for Health, to the role of Latrobe Health Advocate. Reporting directly to the Minister, Janeâs role is to provide independent advice to the Victorian Government on behalf of Latrobe Valley communities on system and policy issues affecting their health and wellbeing.
Jane brings a wealth of experience to the role of Latrobe Health Advocate, having lived and worked in the Latrobe Valley for 20 years. She worked in Morwell throughout the time of the Hazelwood Mine fire and supported the communityâs recovery.
